OR seeks research ideas and needs from both within and outside of MoDOT. These are evaluated and plans are made as to what OR will pursue.

RFP Documents:
After selecting projects for contract research, OR posts an RFP for each. Time is allowed to ask questions, and OR posts both questions and answers.
Parts of OR RFPs are always the same, and parts change with every project. To help make this clear, two documents have been developed. One is a new document for each RFP, and the other is the same document for all RFPs.
The needs for any one proposal, including required forms, are found by combining both the specific and standard document. (Proposed work plans are required in proposals. Budgets are not to be included in proposals, other than agreeing to the overall limit for the project.)
Those making proposals also need to be aware of the standard contracts (next section) so contracting can proceed in a timely manner.

Contracting Documents:
After reviewing the proposals, OR decides how to proceed. Usually, one proposal is selected. If needed, interviews are conducted to finalize selections. It is possible that OR will decide not to go ahead with any of the proposals.
All applicants will be contacted about OR's decision. Typically, a selected applicant will be asked to provide more information, required documents, and to finalize a contractual agreement of one type or another, including a final work pan and budget details as appendices.
If contracting does not work out, OR might contact another applicant.

Reporting Documents:
Deliverables change with each project, although almost every project will require one or more reports. These are intended to be published on-line and shared with other agencies. As such there is a standard documentation form required and formatting suggestions.
High quality writing and formatting are encouraged, in order to promote better communication of results, enable easier implementation, and promote the value of research.
