The Planning Framework provides a clearly defined role for planning partners in MoDOT’s planning and decision-making processes. Planning partners are primarily regional planning agencies representing cities and counties in a MoDOT district. District 4's regional planning agencies are:
The goal of the Planning Framework process is to include planning partners along the way of a transportation need being identified to becoming a construction project on the MoDOT Statewide Transportation Improvement Program (STIP), a five-year commitment of projects. To get there, the planning partners are brought together to influence on what criteria to use in prioritizing the needs and projects. Then planning partners assist MoDOT in identifying and prioritizing needs using objective and subjective criteria to eventually programming scoping and construction projects in the STIP that represents the priorities of a region.
